On December 23, 2005, Dr. John Marburger III, Director of the Office of Science and Technology Policy (OSTP) signed a memorandum that directs NASA to acquire a single "free-flyer" spacecraft for the Landsat Data Continuity Mission (LDCM).
This memorandum supercedes the August 2004 memorandum that directed federal agencies to put a Landsat-type sensor on-board the National Polar-orbiting Operational Environmental Satellite System (NPOESS).
On July 16, 2007, Ball Aerospace was selected as the builder for the LDCM instrument, the Operational Land Imager (OLI).
